As Company admin, you can set the licensing configuration for your organization. Your licensing configuration specifies whether anyone in your organization can invite new members to their team.
✏️ License configuration is a setting available on Business plans. To learn about setting the sharing policy for an Enterprise plan, see Sharing policy on Enterprise Plan.
Licensing configuration is an organization level setting. If enabled, then any team can optionally allow all its members to add licenses.
A license is added to your subscription when a user outside your organization accepts an invitation from an existing team member.
In Admin Console, when you enable your licensing configuration, a banner appears at the top of the Billing and Active users sections, and below the Team invitation settings in Team permissions.
For Business plans, licensing configuration is enabled by default. To check your licensing configuration, see Set licensing configuration.
💡 In team settings, Company admins can specify whether all members or only admins can add licenses for a given team.

With the licensing configuration enabled for your organization, each team in your subscription can decide whether to allow all members to add new licenses viz newly invited members.
✏️ Newly created teams have All team members in Team permissions enabled by default.
When a member shares a board with an invitee, the member sees the following message informing them that adding a new member incurs an increase in licensing and cost.
